The Synaptics driver you are talking about, are for touchpad, they are not for touchscreen, and touchpad's provide 2-Finger-Taps/3-Finger-Taps customization options. You can find them under Control Panel > Pen and Touch (Adjust their Speeds/Controls), that's all you can do. The options provided, are limited and does not provide you with addition of new custom features, maybe in Windows 10. You can however customize how their options work, with their speed as in 'How long it takes for a single tap to be recognized as a single-click/tap' or 'How long it takes for a touch & hold to bring info/right-click options' or touchscreen vibration intensity feedback. There is no such touch method whereby you can use Multi-touch inputs & customize them on Windows 8.1 for a Right-Click, that defeats the purpose of using a Stylus/Pen along with a Touch & Hold (Info/Right-Click), if you have it recognized using two fingers.
